[Bug] Chrome Extensions Sometimes Fail to Work

Description of the issue:
Some extensions occasionally do not work immediately upon launching Brave after turning on the PC. Restarting the PC usually resolves the issue, but the problem can reoccur after shutting down and turning on the PC.

How can this issue be reproduced?

  1. Turn off your PC and turn it back on.
  2. Open Brave.
  3. Check if any extensions fail to work (the issue happens randomly with one or more extensions).

Expected result:
Extensions should always work immediately upon launching Brave.

Version 1.73.97 Chromium: 131.0.6778.108 (Official Build) (64-bit)
