BUG - Capped Refresh Rate

Description of the issue:
On my laptop with a 240Hz screen, Brave will cap the refresh rate to 180Hz in the browser.

How can this issue be reproduced?

  1. Open Brave using my AMD CPU + iGPU
  2. Switch to using my Nvidia dGPU
  3. The refresh rate drops from 240Hz to 180Hz
  4. Changing back to my AMD iGPU will revert it to 240Hz, but trying to use my Nvidia dGPU will bring it back down to 180Hz

Expected result:
The browser should be running at 240Hz at all times regardless of which GPU is being used.

Brave Version( check About Brave):
Version 1.73.104 Chromium: 131.0.6778.204 (Official Build) (64-bit)

Additional Information:
I was unable to reproduce this bug in Edge or Firefox
