Browser cannot translate dialog box pop-up

Description of the issue:
Right clicking on a dilaog box pop-up, then choosing ‘Translate to English’ will only translate the parent window, but not the pop-up nor any of its drop down menus
How can this issue be reproduced?

  1. Go to https://item.taobao.com/item.htm?_u=h201jihblm0a91&id=642380869343&skuId=4618933040597&spm=a1z09.2.0.0.74a22e8dQeTWP0
  2. click ‘Join the shopping cart’
  3. click Shopping Cart icon on right hand side of page
  4. Click checkbox to select item then click on ‘Settlement’
  5. New window will appear and auto-launch a pop-up titled Create Address
  6. Right click pop-up dialog box and choose Translate to English
    Action has no effect on dialog box
    Expected result:
    A translation of the pop-up dialog box
