Description of the issue: Brave Sync does not sync history between devices

Reproduces how often:
Brave Version(See the About Brave page in the main menu): v1.68.137
Type of devices currently running on the Sync chain in question: 1 Android, 1 Windows
Additional Information: History doesn’t sync between my devices, it did before but now it doesn’t after i removed the old devices from the sync chain none of the history is syncing i can see the old history in my phone but its not syncing to my windows pc everything else is syncing be it passwords, autofill data, bookmarks only history isn’t, which is problematic for me as i cant access what i visited in the past few months.
