The list you’re thinking of is the one that says what countries are available. Since Ukraine is not listed, then that means it’s not available. The list of supported countries for linking to Uphold can be seen at https://support.brave.com/hc/en-us/articles/6539887971469
And to see list where Uphold shows that Ukraine is restricted, you’ll see it on the list at https://support.uphold.com/hc/en-us/articles/360026786712-Non-Supported-Geographies-
Rewards is available in Ukraine, but you won’t be able to earn BAT. If you’re getting the message that Rewards are not available in your area, then most likely it’s because you have Russia or Russian chosen for your country or regional format on your operating system. I give an example of this at PSA: Current FAQ - #16 by Saoiray where someone from Belarus had Russian for their format. Once they changed it, they could participate in Rewards.
Again though, this would only allow you to see ads but not earn BAT anyway. You can only earn BAT if you can connect to Uphold at this time, which you wouldn’t be able to if you’re from Ukraine.
