Brave rewards has incorrect Ads history date

Description of the issue:
The list of recently viewed adds in the rbave rewards settins is wrong. It sesm to think we are in December 31st 1969. The date and time elsewhere seem to be correct.

Steps to Reproduce:

  1. Launch brave
  2. Go into rewards settings
  3. Click into the 7-day Ads History in the Ads panel.

Expected Result
The date should be November 25th 2019.
