Description of the issue:
The site https://bibliotheek.be shows (on chrome, edge, firefox etc…) a modal popup where one has to accept or reject cookies. Brave doesn’t show the popup, thereby rendering the site inaccessible.
How can this issue be reproduced?

1. just surf to https://bibliotheek.be

Expected result:
one should get a modal popup about cookies (as do chrome, edge ec…)

Brave Version( check About Brave):
Brave is up to date Version 1.58.127 Chromium: 117.0.5938.88 (Official Build) (64-bit)

The better solution would be to improve modal popup detection and remove it alltogether.
