Brave Missing an Extension when restarted

Description of the issue:
(If this is not a Brave issue, I will look for help from the extension github forum)
I use the extension “Tab Session Manager” on my Brave profiles on other PCs. On one PC in particular, Everytime I close Brave this particular extension always “vanishes” from the browser.

OS = Windows Server 2012 R2
Brave Version = 1.25.68 Chromium: 91.0.4472.77 (Official Build) (64-bit)

How can this issue be reproduced?

  1. Install the extension
  2. Pin the extension
  3. For the heck of it, save a new tab browser session (although you will most likely see previous saved sessions)
  4. Properly exit Brave
  5. Reopen Brave
  6. Goto “Manage Extensions”
  7. Look for the extension “Tab Session Manager”
  8. Reinstall extension if needed

Expected result:
Since the extension “saved tab session” data persists exiting the browser, and since the other PCs I have Brave browser installed on to not loose this extension when restarting the browser… I would expect all my PCs would retain the extension (itself). But this one installation of Brave does not persist in the installated extension (brave only persists in data saved from the last time the extension was installed)
