Description of the issue: When Brave is open, even if minimized, it takes control of the Ctrl + R hotkey from any other program. I believe Ctrl + R is the refresh hotkey in Brave. First noticed while using Blender. I couldn’t use the shortcut for loop cuts in Blender and after an exhausting search trying to figure out which program was monopolizing the Ctrl + R shortcut, I found out it was Brave.
Steps to Reproduce (add as many as necessary): 1. Open Brave.
2. Open or switch to a different program that uses the Ctrl + R shortcut.
3. The shortcut won’t work until Brave is closed.
Actual Result (gifs and screenshots are welcome!): Ctrl + R doesn’t work in other programs.
Expected result: Ctrl + R should work in other programs when Brave is minimized.
Reproduces how often: Everytime.

Additional Information: That’s about it. I realize I can just remove the Ctrl + R shortcut from Brave, but I’d rather this get fixed.
