Brave Linux Desktop, local storage not persistent

Description of the issue:
sites rely on persistent local storage no longer work as intended. A new tab of the same website doesn’t have access to local storage from previous sessions

How can this issue be reproduced?

  1. http://www.sharonminsuk.com/code/storage-test.html set local storage
  2. open a new tab of http://www.sharonminsuk.com/code/storage-test.html and check the value of local storage

Expected result:
new tab still shows the same value from local storage

Brave Version( check About Brave):
Ubuntu 20 / Linux

Version 1.29.77 Chromium: 93.0.4577.63 (Official Build) (64-bit)

Additional Information:
Looks like all sites have persistent local storage broken

in “cookies in use” nothing is blocked
shield is not blocking on the tab either

When local storage was not persistent, brave://settings/siteData would not load (endless spinning). After clearing browsing data (everything on brave://settings/clearBrowserData) and restarting all instances of Brave, local storage is persistent again
