Brave://extensions states: "Manifest version 2 is deprecated, and support will be removed in 2023."

Description of the issue:
Locally-loaded Chrome extensions display an Errors button on the brave://extensions/ page. Clicking the “Errors” button shows the following message:

“Manifest version 2 is deprecated, and support will be removed in 2023. See https://developer.chrome.com/blog/mv2-transition/ for more details.”

How can this issue be reproduced?

  1. Local a local Chrome extension by going to brave://extensions/, enabling Developer Mode, and loading an unpacked extension.
  2. If the extension’s manifest.json contains: “manifest_version”: 2," there will be an “Errors” button on the extension’s tile, to the right of the “Details” and “Remove” buttons. Developed Mode needs to still be enabled for the Errors button to show.

Expected result:
I believe Brave’s stated that they won’t remove Manifest v2 support, so this message should be removed.

Brave Version( check About Brave):
Version 1.36.109 Chromium: 99.0.4844.51 (Official Build) (arm64)
