Brave doesn't always become the default browser

When I first installed Brave, it nominated itself as the default browser, as it should.

When I reverted to using PaleMoon because of Brave’s inability to link to GoogleEarth Pro from Wikipedia. PaleMoon (a fork of Firefox) successfully became my default browser once again.

Then, after up grading Brave to the current version, I notice that Brave is NOT the default browser and has no ability to reinstate itself as default browser.

Exact URL of the website in question:
Not relevant - if Brave has made itself the default browser, any attempt to view an HTML page stored on my computer starts PaleMoon, even if Brave is already running.

Did the issue present with [default Shields settings]
(https://support.brave.com/hc/en-us/articles/360023646212-How-do-I-configure-global-and-site-specific-Shields-settings-)? (yes/no)

Does the site function as expected when Shields are turned off?
This has nothing to do with Sheilds. On every other browser I’ve used it is an Option in its Preferences, so it should be an option in Settings on Brave.

**Is there a specific Shields configuration that causes the site to break? No

Does the site work as expected when using Chrome?
I don’t use Chrome. It works as expected with Firefox and PaleMoon - the latter is a Firefox fork.
