Brave does not connect to any URL after a Windows restart

Have you tried running Brave as administrator? You should be able to right click and pick Run as Administrator and also you can edit the shortcut to check the box for this

If this doesn’t work, you can check the logs which will be in a file chrome_debug.log at %userprofile%\AppData\Local\BraveSoftware\Brave-Browser\User Data

By the way, I checked %userprofile%\AppData\Local\BraveSoftware\Brave-Browser\User Data and there is no chrome_debug.log file in that folder or in any of the subfolders.
