Brave disabled all non-store extensions and won't let me re-enable them

Description of the issue:
Brave disabled all non-store addons, including ones I’ve written myself and is preventing me from reinstalling or re-enabling them. I’ve checked the support page and no solution is given except “bug the developer lol”
How can this issue be reproduced?

The senario I’m explaining shouldn’t happen
