Description of the issue: Brave crashes when going to chrome://background-wallpaper on Windows 11 Pro
How can this issue be reproduced?

  1. Go to chrome://background-wallpaper
  2. Brave.exe will have stopped working

Expected result:

Well I dont really know what I should see there but I am quite sure that the Browser should not just crash, when I do.

Brave Version( check About Brave):
1.69.160 Chromium: 128.0.6613.114 (Official Build) (64-bit)
