Brave crashes every time I try to click manage custom filters in incognito mode

Description of the issue:
Browser crashes when attempting to manage the custom block filters in incognito mode.

Steps to Reproduce

1. Open brave in incognito mode
2. Right click and hover over ‘Brave’ in the context menu
3. Click ‘manage custom filters’

Actual Result
Brave instantly crashes and closes all windows, even non incognito mode ones

Expected result:
Open manage custom filters tab as usual

Reproduces how often:
Every time

Operating System and Brave Version
Version 1.41.99 Chromium: 103.0.5060.134 (Official Build) (64-bit)
Windows 10
