Brave causing cursor to constantly flicker/flash with the blue loading circle

Description of the issue:
Cursor constantly flashing with blue loading circle while brave is running (even in background)

Steps to Reproduce:

  1. Launch brave

Actual Result (gifs and screenshots are welcome!):
I can’t take a screenshot of the cursor.

Expected result:
The cursor doesn’t do this as much as it does.

Reproduces how often:
100% of the time on at least 3 separate computers.

Operating System and Brave Version(See the About Brave page in the main menu):

  • Windows 10
  • Version 1.45.116 (64-bit)

I’ve confirmed hardware acceleration didn’t cause this.
