Description of the issue:
How can this issue be reproduced?

1.Trying to visit a .onion (BTC Transmuter) website being hosted by a BTCPAYServer local to my LAN
2. rx: This page has been blocked by Brave

Expected result:
Access to the .onion site
Brave Version( check About Brave):

Version 1.35.103 Chromium: 98.0.4758.102 (Official Build) (x86_64)
