Brave "after start" option doesn't work

When I’m turning off browser and starting again, it will open without opening the last tabs I was using.

How can this issue be reproduced?

  1. Open some tabs
    2.Close browser
    3.Open browser

Expected result:
When I open browser I will be where I left

Brave Version( check About Brave):
1.63.174

Additional Information:
Even when I changed settings to open specific tab, it’ll not open it.

Edit: It turs out that when I open brave, it’ll open multiple windows but only one appears so when I for the first time open it the tabs are there but when I close it and open it again, the other window appears.

Can someone help?
PS:When I click to close all windows right there, the brawser opens the right window
