Description of the issue: Brave Rewards on Android restore desktop wallet

Steps to Reproduce (add as many as necessary):

  1. Install Brave Browser on android
  2. Enable Rewards in the app
  3. Try to restore desktop wallet

Expected result:

To be able to restore my desktop Rewards wallet to the android version, instead of 2 seperate wallets.

Reproduces how often:

Everytime, option missing (or not found by user)
