Bookmarks not on the bookmarks bar still appear there

Description of the issue:
I “categorize” all of my bookmarks into one of two “categories.” I want some bookmarks to appear on the bookmarks bar (visible in the GUI without having to click anything to see the bookmark); I want other bookmarks not to show on the bookmarks bar/always be visible, but still be accessible in some way. I see that there are two folders in bookmarks by default-- “bookmarks bar,” and “other bookmarks.”

Expected result:
I would have expected that the bookmarks that I put in “bookmarks bar” would be visible, so that with one click I could go to any of those bookmarks. I would also expect that any bookmarks that I put in the “other bookmarks” folder would end up somewhere else, and not occupy screen space all of the time. However, I see that “other bookmarks” always shows, towards the upper right corner in the GUI.
