Description of the issue:

When using bookmark manager and attempting to transfer a bookmark located in one folder to another folder, the bookmark reverts back to the original folder.

Reproduces how often:

Every time I try to reorganize my bookmarks. It doesn’t really matter if I have created a new folder or if I am moving bookmarks to an existing folder. I can make the moved bookmark stay in its new home once in a while if I move only 1 at a time, and then close out Brave altogether an re-open it. Sometimes the bookmark stays, sometimes it’s back in its original folder.

OS: Windows 7 Professional
Brave: Version 0.63.48 Chromium: 74.0.3729.108 (Official Build) (64-bit)

Thank you for opening a new issue – also appreciate the effort/detail in the review.
I’m booting up my Win 7 machine to test on my end but using macOS, I seem to be able to move bookmarks from home to home without issue:

I have been having this exact same problem ever since first trying to organize my bookmarks from the beginning of converting to Brave.

OS: Windows 10 Pro
Brave: Version 0.64.76 Chromium: 74.0.3729.157 (Official Build) (64-bit)

Or if I try to rename or edit a bookmark, more often than not it will revert back to the original. Sometimes can take a dozen times of editing the same bookmark for it to remain as my edited choice.
