Edge Mobile has this. When I launch Edge, it starts with a blank page, rather than the last page I was on when I closed it.

Without getting into details, it’s not always optimal to have your browser pick up right where you left off.

Go to Settings --> Get started --> On startup . Select the Open a new tab page and close the window.

The menu/settings you described do not exist on the iPhone mobile version.
