Bit Lagging while Scrolling through any websites

Description of the issue:
When i stop scrolling and start reading from a websites after few minutes again when i start scrolling it starts to lag while scrolling
How can this issue be reproduced?

  1. Stop scrolling some things then start scrolling it lags a bit everytime
