Behance constant loop

Description

Going to behance.net gives me a strange loop.

Steps to Reproduce:

1. Go to www.behance.net on BOTH the dev build and official build

Actual Result:

Expected result:

Reproduces how often:

Every time

Brave Version:

Version 0.60.6 Chromium: 72.0.3626.28 (Official Build) dev (64-bit)

AND

Version 0.58.18 Chromium: 71.0.3578.98 (Official Build) (64-bit)

Reproducible on current live release (yes/no):

I was able to reproduce the issue and I logged it: https://github.com/brave/brave-browser/issues/2864

As a work around you can open brave://settings/?search=Cookie+Control and set Cookie Control to Allow all cookies
