Description of the issue:
When i open a youtube video in a new tab, it auto plays. i have auto play turned off in settings. Seems this has been a known issue since at least 2020… why is this not being fixed?

How can this issue be reproduced?
- opening a youtube video in a new tab. usually the second and third opened video tabs start to play automatically in the background.
Expected result:
for the tab to just open in the background without me needing to open the tab and pause the video.
