Auto fill doesn't work in private tabs

Description of the issue:

Autofill doesn’t work with extensions like Bitwarden, Lastpass etc.

How can this issue be reproduced?

  1. Open a private/tor tab
  2. Try to use autofill

Expected result:

Should autofill

Brave Version( check About Brave):

Version 1.24.85 Chromium: 90.0.4430.212 (Official Build) (64-bit)
