Android Browser reverts to top toolbar on update

How can this issue be reproduced?

  1. Revert to old version of mobile browser.
  2. Enable bottom toolbar.
  3. Update to new version of mobile browser.

Expected result:

Bottom toolbar is disabled.

This has happened for as long as I can remember. I finally got so annoyed that I’m submitting this bug report.

This issue is open, and I’ve heard from the Android developers it will be worked on shortly.
