Domains Allowed to Send Notification Don’t Persist After Restart

Reproduction Steps

  1. Restart Brave on Windows.
  2. Navigate to a website that requests to send notifications.
  3. Brave will display a popup/flyover for the site settings.
  4. Select “Allow Notifications” and “forever.”
  5. Refresh site to confirm site is allowed to send notifications.
  6. Restart Brave.

Expected Result

The site/domain is able to send notifications without having to request permission from the end user.

Actual Result

The site is forced to re-request permission to send notifications, and the domain/url is not in the list of allowed sites in Brave settings.
