Allow tabs bar to be moved beneath the address and bookmarks bars

I know, I know, this has been requested many times over the years, by many of your users. Just posting again because we aren’t going away. The fact that we are still requesting this feature in Brave means that we like your product and mostly continue to use it in spite of the constant irritation of coping with an awkward–for us–browser interface. Really it’s a necessary feature. I want to move tabs below address bar, because of making its look similar to GNOME apps such as:

  • Nautilus (file manager)
  • Gedit (text editor)
  • etc.
