Allow more permanent tab discarding behavior

Hi, I use bandcamp to listen to albums while I work, and I can basically never make it through an album because the tab is always killed partway through and I lose my place in it.

I see from here https://github.com/brave/brave-browser/issues/15664
that there is a brave://discards/ page. This is useful to know about, but I think more generally it would be good to prevent discarding tabs permanently for either:

  1. A specific host
  2. A tab playing media content

I just tried out using the Auto Discardable = false toggle on a bandcamp tab.
It still auto-discards.

This is really a shame because I have to open a second browser just to play music.

I noticed this recently too, but on Windows. Tab runs out of memory on bandcamp. What is causing that?
