All video is playing sped up

**Description of the issue: **All video is playing sped up on all sites I visit. News sites, YouTube, etc. Seems to be playing at least 2x speed, if not more

How can this issue be reproduced?

  1. Open a website with video playing.

Expected result: expect video to play at normal speed
