All tabs do not show at launch

Description of the issue:
When I launch Brave & I have lots of tabs to be restored, not all tabs are shown initially in the tab bar. It’s just a visual bug. The tabs are shown after adding a new tab.

How can this issue be reproduced?

1. Open lots of tabs
2. Set restore tabs from previous sessions at launch
3. Launch brave

Expected result:
All tabs should be shown in the tab bar

Brave Version( check About Brave):

Version 1.71.118 Chromium: 130.0.6723.70 (Official Build) (arm64)

I have the following setting in my older version of Brave Browser (now out-of-date, because I do not have a newer Mac):

If you have that setting, and it is Enabled, if you then use the keyboard command . . . does that cause the tabs to appear, ie “come back to life?”
