All Click/Scroll events stops working

In reference to the above screenshot, once any of the following buttons are pressed, the bounding area the expanded section creates after clicking said button; click events, scrolls and any other interaction ceases to function after it until I restarted the entire browser again
How can this issue be reproduced?

  1. Click on any of the above buttons
  2. Once the popup comes up, click anywhere else and then try to click a link/scroll in that area
  3. Try in both regular and incognito. The issue persists in both scenarios
