Description of the issue:

I am trying to switch from DuckDuckGo to Brave because of bookmarks syncing issues between my PC (Windows 11) and my iPhone. I imported my DDG bookmarks previously saved in html format. They do import properly, but all accented characters in bookmark names and bookmark folders names are not rendering properly in the bookmarks manager or in the bookmarks windows. I am using the Windows version of Brave browser.
When I browse the bookmarks html file in a Brave window, or when I rename manually a bookmark or a bookmark folder including accented characters, all accented characters look fine. The utf-8 coding is thus taken into consideration while browsing.
Is there an issue with utf-8 coding in the bookmarks importation process?
I had the very same issue when previously trying to switch from DDG to Vivaldi browser, both of which are chromium browsers unless I am mistaken.
Note that all accented characters displayed fine in bookmark names and bookmark folders names in DuckDuckGo, after importing the html bookmarks file previously saved in Firefox.
