After last tab is "closed", any external link is cloning Brave window

Description of the issue:
How can this issue be reproduced?

  1. Set Brave as default browser
  2. Disable “Close window when closing last tab”
  3. Open Brave in single window
  4. Close all tabs until last closed tab reopens
  5. Open any more tabs in Brave
  6. Open any link from app outside Brave

Expected result:
Link is opened in an existing window as new tab

What actually happens:
A new Brave window is opened, all tabs from first window are copied to new one, tab is opened in new window.

v1.68.134
