Ads is showing but estimate earning stays the same

Description of the issue: Estimate reward count not increasing when ads is showing

Expected result: When Ads shows, estimate earning increases

Reproduces how often: N/A

Linux Ubuntu and using both brave browser V1.14.81 and V1.14.84

Additional Information:

Tried restarting the device
turn off and on brave rewards
Ensure that wallets are verified
