Ad notification different in Linux and Windows

I noticed that the ad popup notifications behave differently in Windows and in Linux.

In Windows, I have to click on anywhere but the button for the ad to open up in my browser. In Linux, I have to specifically click on the button in the pop up notification.

This is a little confusing since I jump between operating systems. Would it be possible to unify this between systems so that you can click on one location for both OSes instead of having it be different?

Maybe it’s depends on the OS itself?

I don’t know. But there is a noticeable difference in how they operate. But if it is on your end, that does impact the user experience.
