Apologies for the late reply here.
So basically this page, while available, isn’t actually “supposed” to be used. This is because we do not maintain it on our end and cannot guarantee that it won’t conflict with colors/theming that is built into the browser.
As for the issue itself, I’m not sure why the active tab/address bar highlight colors don’t accurately reflect the chosen theme/color but it is likely due to some conflict between these settings and what is built into Brave, as mentioned above.
The color themes are also able to be selected from Brave settings either going to Get started > Profile name and icon or (in the latest nightly) Appearance > Theme
Since these themes are also selectable from Brave settings, does the team plan to fix the active tab color issue?

I’m not entirely sure what you’re asking for here. This is intentional and is the same behavior in Chrome. For example, here is Brave with “Aqua” theme selected (light mode). Active tab is white/light so it can be easily seen:

I’m going to open an issue for this, however I do not see the color discrepancy in light mode. When I set the same theme choices for Brave and Chrome in light mode, everything seems to match accordingly:
